LID Plan Check Clearance

As part of the Los Angeles Department of Building and Safety (LADBS) Plan Check process, LADBS personnel will determine whether the LID Plan Check clearance is added to a building and grading permit. The LID Plan Check Clearance will appear as Obtain Watershed Protection Div. clearance for Low Impact Development (LID) on the Clearance Summary Worksheet issued by LADBS and as Low Impact Development under the LADBS Permit & Inspection Report.

Applicants who need to obtain Plan Check Clearance from LID must submit a LID Plan Check application via the Customer Service Request (CSR), our agency is LASAN, the Service is LID Plan Check, and the Office/Location is LASAN-LID Counter. The CSR will provide an option to submit for a Small Scale or Large Scale Plan Check; most projects will be classified as Large Scale projects, see criteria below.

Small Scale Project Instructions

Small Scale Projects: Permits that have a LADBS Plan Check Submittal and Payment Date prior to April 2nd, 2024 and meet the criteria below.

  • Residential projects 4 units or less, proposing less than 10,000 SF of new impervious and redeveloping less than 1 Acre.
  • Residential projects 4 units or less located in, adjacent to (within 200 feet), or discharges to an Environmentally Sensitive Area proposing less than 2,500 SF of impervious area.

To determine if your project is located in, adjacent to (within 200 feet), or discharges to an Environmentally Sensitive Area, visit the website  navigatela.lacity.org/navigatela/ then Search Project Address, and toggle the City and County “Ecologic” layers in the Table of Contents.

LADBS Permit Application (Optional)

  • This document is provided by LADBS once an application has been submitted to their department and includes the project address on the top left hand corner and the 15 digit PCIS number on the top right hand corner and is titled: Application for Building Permit and Certificate of Occupancy.

LID Report and Hydrology Calculation (Large Scale Projects Only - Required)

  • Large Scale Plan Check Forms: See Page 5, Appendix D, Page 5, Part 1 of the Large Scale Plan Check Corrections Sheet for the requirements of the LID Report.

Ownership Grant Deed and LLC Agreement (Optional)

Submitting these documents is optional during the initial Plan Check Review application process but may be a comment issued during the Plan Check Review process. Section 6 of the LADBS Permit Application notes the owner on record for the project.

  • If the owner on record remains the same and is an individual, ownership documents will not be required.
  • If the owner on record has since changed, provide a grant deed and operating agreement (if any) for the new owners to verify ownership for the individual who will ultimately be signing the Covenant and Agreement.
  • If the owner on record is not an individual (LLC, LP, Corporation, etc.), the operating agreement will be required to verify ownership for the individual who will ultimately be signing the Covenant and Agreement.

Plot Plan Showing Project Site and BMPs (Required)

  • 8.5" X 11" Plot Plan showing project site and BMP's (Best Management Practice). BMP refers to the stormwater mitigation system that is being proposed. BMP's include but are not limited to: Cisterns, Planter Boxes, Drywells, Permeable Pavers, Infiltration Trenches, etc.

LID Plan Check Fees

Plan Check fees are issued, when required, after the Plan Check application has been received.

Small Scale Projects

  • $206.00
  • Payments must be collected prior to final approval of the plans. An invoice will be sent out upon the first review of your plans.

Large Scale Projects

  • Varies between $721.00-$1,545.00 depending on project type and between regular and expedited plan check.
  • Payments must be received prior to the first review. Delays in the payment may result in a delayed plan check review. Your assigned plan checker will send an invoice following the Plan Check application submittal.

Large Scale Plan Check

  • 1st Review
      - ED1 Project: 2 Weeks or less
      - Expedited: 3 Weeks or less
      - Regular: 5 Weeks or less
  • Resubmittal: 2 Week or less
  • C&A Phase: 1 Week or less
     

Small Scale Plan Check

  • 1st Review: 1 Week or less
  • Resubmittal: 1 Week or less
  • C&A Phase: 1 Week or Less


Plan Check applications can also be submitted via contactless drop off via the Sanitation Drop Off Bin located in the lobby of Figueroa Plaza at 201 N. Figueroa St., Los Angeles, CA 90012. Applications placed in the drop-off bin should include Contact name, phone number, and email.
