As part of the Los Angeles Department of Building and Safety (LADBS) Plan Check process, LADBS personnel will determine whether the LID Plan Check clearance is added to a building and grading permit. 

The LID Plan Check Clearance will appear as Obtain Watershed Protection Div. clearance for Low Impact Development (LID) on the Clearance Summary Worksheet issued by LADBS and as Low Impact Development under the LADBS Permit & Inspection Report.

Applicants who need to obtain Plan Check Clearance from LID must submit a LID Plan Check application via the Customer Service Request (CSR), our agency is LASAN and the Service is LID Plan Check- Large Scale and the Office/Location is LASAN-LID Counter.

LID Palisades Plan Check Review Process

Once the LID Plan Check- Large Scale application is submitted, it will be reviewed within 1-3 business days based on the criteria listed below. In the event that the application is incomplete, comments will be provided to request any pending items. As of January 1, 2026, 97% of projects cleared are cleared as “Not Required” based on either item 1 or 2 listed below.

  1. Is LID required based on LID Ordinance #188125?
    1. If LID is not required based on LID Ordinance #188125, the project will be cleared as Not Required.
    2. If LID is required based on LID Ordinance #188125, the project will be reviewed based on item 2.
  2. Is LID required based on Emergency Executive Order 8 (EEO8)?
    1. If LID is not required based on EEO8, the permit will be cleared as Not Required.
    2. If LID is required based on EEO8, the project can be cleared based on item 3.
  3. LID Clearance via Plan Check, Self Certification, or Deferred to Certificate of Occupancy (C of O).
    1. Applicants will submit a Plan Check application to LID, including a LID Report.
    2. LID Plan Check staff will confirm that a complete application has been submitted and will provide applicants with one of the following options:
      1. Plan Check Application
        • The submitted application will be reviewed and all LID requirements must be finalized prior to clearance issuance, including item e below.
      2. LID Clearance via Self Certification
        • The Owner and Architect/Engineer will complete the 'Assumption of Risk Agreement for LID Self Certification Approval' form provided by LID Staff, and include it in the full set of plans.
      3. LID Clearance Deferred to C of O
        • The Owner and Architect/Engineer will complete the 'Assumption of Risk Agreement for LID Deferred Approval' form provided by LID Staff, and include it in the full set of plans.
    3. The permit will be cleared as 'Approved With Conditions.' The conditions are items d, e, and f.
    4. Any Plan Check corrections must be addressed prior to C of O.
    5. The Owner is required to sign, notarize, and record the 'Master Covenant and Agreement (C&A) Regarding On-Site Stormwater Mitigation Measures and Maintenance' as is standard with all LID Plan Check approvals. This will need to be completed prior to C of O.
    6. Stormwater Observation Report (SOR) will be required before final sign off or issuance of C of O.

LID Palisades Plan Check- Large Scale Application Requirements

LADBS Permit Application (Optional)

This document is provided by LADBS once an application has been submitted to their department and includes the project address on the top left hand corner and the 15 digit PCIS number on the top right hand corner and is titled: Application for Building Permit and Certificate of Occupancy.

Project Drawings (Required)

  • Full set of plans that incorporate LID Requirements.
  • Large Scale Plan Check Forms:
  • For All Other Development Projects, the Large Scale Plan Check Forms provided should be used to incorporate LID Requirements.
  • If your analysis determines that LID should not be required for your permit, submit a full set of plans without incorporating LID Requirements.

LID Report and Hydrology Calculation (Required)

  • Large Scale Plan Check Forms:
  • See Page 5, Part 1 of the Large Scale Plan Check Corrections Sheet for the requirements of the LID Report.
  • If your analysis determines that LID should not be required for your permit, you may provide a full set of plans in lieu of the LID Report and Hydrology Calculation.

Ownership Grant Deed and LLC Agreement (Optional)

  • Submitting these documents are optional during the initial Plan Check Review application process but may be a comment issued during the Plan Check Review process if LID is required for the permit. Section 6 of the LADBS Permit Application notes the owner on record for the project.
    • If the owner on record remains the same and is an individual, ownership documents will not be required.
    • If the owner on record has since changed, provide a grant deed and operating agreement (if any) for the new owners to verify ownership for the individual who will ultimately be signing the Covenant and Agreement.
    • If the owner on record is not an individual (LLC, LP, Corporation, etc.), the operating agreement will be required to verify ownership for the individual who will ultimately be signing the Covenant and Agreement.

Plot Plan Showing Project Site and BMPs (Required)

  • 8.5” X 11” Plot Plan showing project site and BMP’s (Best Management Practice). BMP refers to the stormwater mitigation system that is being proposed. BMP’s include but are not limited to: Cisterns, Planter Boxes, Drywells, Permeable Pavers, Infiltration Trenches, etc.
  • If your analysis determines that LID should not be required for your permit, you may provide a full set of plans in lieu of the Plot Plan.

LID Palisades Plan Check Fees

Per Emergency Executive Order 7 (EEO7)while Council considers the adoption of an ordinance waiving the fees, City departments shall continue to process building permits associated with the repair or reconstruction of any structure that was damaged or destroyed as a result of the January 2025 Wildfires and, for the owner(s) of record on the title at the time of the Wildfires on January 7, 2025, suspend the collection of the fees associated with those permits. Waiver of the payment of suspended fees is contingent upon adoption of a fee waiver ordinance.

As a result, at this time, LASAN is not collecting Plan Check fees for projects that require LID. In the event that an ordinance waiving the fees is not effective prior to the Certificate of Occupancy for your project, the LID Plan Check Fees may be collected. Most Palisades projects would typically carry a Plan Check fee of $1,050.00. In some cases, the Plan check fee is $1,236.00 or $1,545.00.

LID Palisades Plan Check Review Times (As of January 1, 2026)

Once the LID Plan Check- Large Scale application is submitted, it will be reviewed within 1-3 business days. As of January 1, 2026, the 1st Plan Check review is completed in 1-3 days business days.

Plan Check applications can also be submitted in person at the LA One Stop Permitting Center (1828 Sawtelle Blvd., Los Angeles, CA 90025), 1st Floor, Room 105.
