LID Certificate of Occupancy
Application Requirements
Permits that required a LID Plan Check Clearance as part of the Los Angeles Department of Building and Safety (LADBS) Plan Check process will require a Certificate of Occupancy (C of O) Clearance from LID. LADBS inspectors do not review or approve the LID C of O Clearance, only LID staff can process this clearance. The LID C of O Clearance will appear under the LADBS Permit Inspection Report as Public Works-Stormwater.

Applicants who need to obtain a C of O Clearance from LID must submit a Certificate of Occupancy application via the Customer Service Request (CSR), our agency is LASAN, the Service is LID Public Works Stormwater- Certificate of Occupancy, and the Office/Location is LASAN-LID Counter.
The following are required with the application
Pictures of all BMPs taken during various construction phases and at completion.
- BMP (Best Management Practice) refers to the stormwater mitigation system that was approved for construction during the Plan Check phase. BMP’s include but are not limited to: Cisterns, Planter Boxes, Drywells, Permeable Pavers, Infiltration Trenches, etc.
Copy of the Sanitation stamped approved plans:
- Sanitation stamped approved plans refers to the full set of plans that were stamped by the Bureau of Sanitation during the Plan Check phase. Typically, our stamp is located on the architectural site plan, roof plan, elevation plan, and LID sheets (if any).
- If you do not have a copy of the Sanitation stamped approved plans, submit any plan check documents that you have available to you or a copy of the recorded covenant and agreement which shows the location of the BMPs.
Completed Stormwater Observation Report (SOR) Form:
- As part of the Plan Check clearance process, the appropriate SOR Form is included on the Sanitation stamped approved plans. Refer to the plans to determine the appropriate SOR Form to fill out and submit with your C of O Application.
Small Scale SOR Form: This form can be filled out by the Owner, Contractor, Engineer or Architect of Record.
Large Scale SOR Form: This form must be filled out by the Engineer or Architect of Record.
