LID Appointments and Questions
Please note that in order to schedule a Virtual Appointment or to submit a Customer Service Request (CSR), you will need to create an Angeleno Account.
Scheduling a Virtual Appointment
Follow the instructions below to schedule a Virtual Appointment with LID. If there are any documents that you would like for us to review during the appointment, please submit an application for the appropriate service (Plan Check, Certificate of Occupancy, Restamp, or Planning Case Referral Form) via the Customer Service Request (CSR) application. For more information, see the LID Permitting Services page.
- Go to the City of Los Angeles Appointments portal.
- Under Schedule Appointments, click the Make an Appointment button.
- Click the Sign in with Angeleno Account button (Sign in or Make an Account).
- Select LA Sanitation and Environment (LASAN) from the Agency/Department dropdown menu.
- Select the appropriate Service for your needs:
- Select Obtain Watershed Protection Div. clearance for Low Impact Development (LID) if you are inquiring about a Plan Check clearance, a Restamp, or a Planning Case Referral Form.
- Note: This clearance appears as Obtain Watershed Protection Div. clearance for Low Impact Development (LID) on the Clearance Summary Worksheet issued by LADBS, and as Low Impact Development on the LADBS Permit & Inspection Report.
- Select Low Impact Development (LID): Public Works Stormwater (C of O) if you are inquiring about the Certificate of Occupancy clearance.
- Note: This clearance appears as Public Works-Stormwater on the LADBS Permit & Inspection Report for C of O.
- Select Obtain Watershed Protection Div. clearance for Low Impact Development (LID) if you are inquiring about a Plan Check clearance, a Restamp, or a Planning Case Referral Form.
- Select LASAN- LID Counter from the Office/Location dropdown menu.
- Click the Next button and fill out the project information.
- Click the Next button again and select an appointment time.
All appointments are 30 minutes long and are available Monday through Friday. Once you book an appointment, you will receive a confirmation via the email linked to your Angelino Account.
Submitting General Questions
Follow the instructions below to submit General Questions to LID. All General Questions submitted via CSR are reviewed by LID Counter Supervisors.
- Go to the Customer Service Request (CSR) portal.
- Click the Log in button (Sign-in or Make an Angelino Account).
- Click the New Request button.
- Select LA Sanitation and Environment (LASAN) from the Agency dropdown menu.
- Select LID General Questions for the Service.
- Select LASAN- LID Counter for the Office/Location.
- Fill out your project information and click the Submit button.
The normal response time for CSR requests is one to three days, with a maximum of about a week during unusual periods. Requests are taken in the order received and are monitored closely to ensure that all are responded to. Once you submit your CSR, updates will be provided via the email linked to your Angelino Account.

How do I submit plans for plan check approval from LID?
- The LID Plan Check Clearance will appear as Obtain Watershed Protection Div. clearance for Low Impact Development (LID) on the Clearance Summary Worksheet issued by LADBS and as Low Impact Development under the LADBS Permit & Inspection Report.
- To obtain Plan Check Clearance, submit a LID Plan Check application via the Customer Service Request (CSR) portal. Select LA Sanitation and Environment (LASAN) as the Agency and LASAN-LID Counter as the Office/Location. For the Service, select either LID Plan Check or LID Plan Check- Large Scale (most projects will fall under Large Scale).

How do I submit Documentation for Certificate of Occupancy Clearance?
- The LID C of O Clearance will appear under the LADBS Permit & Inspection Report as Public Works- Stormwater.
- To obtain a Certificate of Occupancy Clearance, submit an application via the Customer Service Request (CSR) portal. Select LA Sanitation and Environment (LASAN) as the Agency, LASAN-LID Counter as the Office/Location, and LID Public Works Stormwater- Certificate of Occupancy for the Service.

How do I apply for my plans to be re-stamped?
- A Restamp is required when previously approved plans undergo changes that do not affect the stormwater mitigation systems. If the proposed changes do affect the mitigation systems, you must submit a new Plan Check Application instead.
- To apply for a Restamp, submit a request via the Customer Service Request (CSR) portal. Select LA Sanitation and Environment (LASAN) as the Agency, LASAN-LID Counter as the Office/Location, and LID Restamp for the Service.

How do I apply for a Planning Case Referral Request?
- As part of the City Planning Application Filing Instructions, a LID Planning Case Referral Form is required.
- To obtain this form, submit an application via the Customer Service Request (CSR) portal. Select LA Sanitation and Environment (LASAN) as the Agency, LASAN-LID Counter as the Office/Location, and LID Planning Case Referral for the Service.

I have multiple permits on one lot, do I submit multiple applications for each permit?
No, you only need to submit one application per lot. If the lots are subdivided but share a single grading permit, a single application is sufficient. You can list any additional permit numbers in the comments section of your submission.
I don’t think the LID Plan Check clearance is required for my project. Do I still need to submit a Plan Check application?
- Yes. If your project lists a LID Plan Check clearance, LID staff must review your plans to officially determine if mitigation is required. Even if your project is ultimately cleared as “Not Required,” we must retain your plan check documents for our records in the event of an audit by the Los Angeles Regional Water Quality Control Board.

Do I need to make an appointment to have my application reviewed?
No, projects are reviewed in the order they are received (see current review times). However, you are always welcome to schedule an appointment to discuss your project with a LID Plan Checker. To book, visit the City of Los Angeles Appointments portal, click Make an Appointment, and select Low Impact Development (LID) under the LA Sanitation and Environment (LASAN) agency.
What are the current review times for LID Permitting Services?
All applications will be reviewed in the order received, as shown below as of January 1, 2026. Delays in the payment may result in a delayed plan check review.
