Apply for a Commercial Waste Hauler Permit

If you are a private company collecting solid waste or Construction and Demolition (C&D) debris within the City of Los Angeles, you are required by law to have a valid AB 939 Compliance Permit (also known as a Waste Hauler Permit).

To stay compliant with city rules, permitted haulers must complete the following actions:

• Pay an AB 939 compliance fee equal to 10% of your gross receipts for the collection, transportation and/or disposal of 1,000 tons or more of MCD and/or MSW in a calendar year.
• Submit an annual Renewal Waste Hauler Permit Application.
• Submit Quarterly Tonnage and Gross Receipt reports.
• Deliver all Mixed C&D waste strictly to City-certified Mixed C&D processing facilities.

recycLA Note: As of July 1, 2017, waste hauling permits issued to non-recycLA service providers (RSPs) do not grant the right to collect from regular recycLA system customers unless you have official alternative agreements in place with the specific zone's provider.

Permitted haulers can submit the annual renewal application and the quarterly tonnage and gross receipts online using the LASAN Solid Resources Haulers and Facilities Portal.

If your business does not have reliable internet access, you can still fill out the paper Quarterly Reporting Form (Updated March 2026) and email your finished file to: ab939haulers@lacity.org.

All mixed C&D loads must go to a certified processing facility. Unlawful dumping or using an uncertified plant will result in penalties up to $5,000 for every load.
