Diverting construction waste
By redirecting concrete, wood, metal, and other building materials into productive reuse, we keep tons of heavy debris out of local landfills and build a cleaner City of Los Angeles. LA Sanitation & Environment (LASAN) leads this effort through our Construction and Demolition (C&D) Waste Recycling Program.
Ordinance and policy framework
On March 5, 2010, the Los Angeles City Council approved Council File 09-3029, establishing a citywide C&D waste recycling ordinance. Under this policy, all mixed C&D debris generated in the city must be transported by a permitted private waste hauler and processed at a City-certified facility.
All haulers and contractors responsible for handling C&D waste must obtain a private Waste Hauler Permit from LASAN prior to collecting, hauling and transporting C&D waste. Non-compliance penalties of up to $5,000 are assessed for every load not taken to certified processors. Use this link to learn more about How to Apply for a Commercial Waste Hauler Permit.
For more information about this ordinance, please contact LASAN at sansrcrd_cdrecycling@lacity.org or (213) 485-1374.
Interagency collaboration
LASAN collaborates with the Los Angeles Department of Building and Safety (LADBS) to integrate environmental compliance into the city's building permit process. Building permit applications require contractors to either identify their permitted private solid waste hauler or provide their own Private Solid Waste Hauler Permit for self-hauling.
Technical assistance and outreach
Our Solid Resources Citywide Recycling Division (SRCRD) offers technical guidance to local businesses, multi-family property owners, City departments, and neighborhood groups. We assist stakeholders with waste diversion strategies, material handling, and connections to certified recycling companies.
