recycLA Progress

recycLA is a public-private partnership that, for the first time in the history of the City, offers customer-friendly and efficient waste and recycling services to all commercial and industrial businesses, institutions, and large multifamily buildings. This innovative program is part of the City’s commitment to enhance the quality of life in Los Angeles by improving the air that we breathe, the roads that we travel and the overall cleanliness of Los Angeles. recycLA extends recycling opportunities to everyone in the City, and ensures stronger customer service, predictable and protected rates, much needed infrastructure and equipment improvements. It moves us closer to achieving “zero waste” through pioneering waste reduction, reuse, recycling, and recovery programs.

recycLA Customers - Recycling and Organics Services

State regulations require businesses and multifamily properties to have recycling and organics programs in place. Assembly Bill (AB) 341: CA Mandatory Commercial Recycling Law requires multifamily residential dwelling of five units or more and businesses that generates four cubic yards or more of waste to arrange for recycling services. AB 1826: CA Mandatory Commercial and Multi-family Organics Recycling and SB 1383: Mandatory Organic Waste Methane Emissions Reductions requires businesses and residential properties to arrange for organics recycling.

Reducing our Dependence on Landfills - Status

RecycLA service providers (RSP's) are required to reduce the amount of waste they take to landfills. Each RSP must reduce the amount they take to landfills from their 2019 baseline, by 65% by 2025. Prior to 2025, there are two measurement periods, years 2022 and 2024. If the RSP does not meet their goals at those junctures, LASAN may assess liquidated damages.
