Waste Hauler Permit Program

A private waste hauler collecting solid waste within the City, including Construction and Demolition (C&D) Waste, must obtain an AB 939 Compliance Permit (a.k.a. Waste Hauler Permit).

In addition to obtaining the Waste Hauler Permit, private waste haulers must:
  • Pay applicable AB 939 compliance fees of ten percent of gross receipts
  • Submit a quarterly report
  • Submit all other reports as required
  • Deliver C&D waste generated within the City of Los Angeles to City certified C&D processing facilities

LASAN Solid Resources Haulers and Facilities Portal

Beginning October 1, 2021, haulers may use the “LASAN Solid Resources Haulers and Facilities Portal,” (“the Portal”) to enter tonnage and gross receipts directly online each quarter. Haulers who do not have access to the Internet may continue to use the existing paper Quarterly Reporting forms and email the completed Quarterly Reports to ab939haulers@lacity.org.

Waste Hauling Permits, Construction & Demolition Debris Waste Hauling Permits and recycLA Service Providers

​As of July 1, 2017 waste hauling permit issued to non-recycLA service provider (RSP) haulers shall not grant non-RSP haulers the right to collect from customers designed as recycLA System customers, unless alternative arrangements have been made with RSPs in the appropriate zones. Construction and demolition debris (C&D) waste is exempt from the recycLA system.

C&D waste can only be taken to City certified C&D processing facilities.

Non-compliance penalties of up to $5,000 will be assessed for every load of C&D waste not taken to City certified processors.
