Clean Fuel Program

In June 2000, the Los Angeles City Council adopted the Clean Fuel Policy as part of its effort to reduce air toxins and pollutant emissions. In Fall 2000, in support of the new policy and in alignment with its mission to protect the health and environment of City residents, LASAN launched the Clean Fuel Program (Program) for Solid Resources Collection Vehicles (SRCVs).
The Program aims to assist in providing improved local air quality and a reduced carbon footprint, while continuing to provide essential public service of collection and management of residential solid wastes in the City.

LASAN’s Clean Fuel Program for SRCVs received the 2010 Gold Excellence Award from SWANA, as well as the 2008 Quality and Productivity award from the City Commission.

LASAN operates a fleet (Fleet) of more than 720 SWCVs in its daily residential solid wastes collection operations. The Fleet consists of different types of medium duty and heavy duty waste hauling vehicles. Automated side-loaders (ASLs) make up most of the Fleet. The SWCVs are deployed among six district yards, strategically located around the City.

Commonly known as trash trucks, most of the SWCVs previously utilized by LASAN were powered by diesel, which is known to produce toxic exhaust emissions. Today, more than 82% of the Fleet is powered by clean, renewable natural gas. Additionally, five of the six district yards have been equipped with natural-gas fueling systems.

To help defray the high equipment procurement and infrastructure costs, the Program continuously seeks and participates in available grant funding opportunities and incentives from various agencies and programs, such as the Mobile Source Air Pollution Reduction Review Committee (MSRC), the Carl Moyer Program, and the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP), among others. Since 2001, LASAN has been awarded about $35 million of grants and incentives through the Program.

Since 2001, the Fleet consumed over 81,000,000 LNG gallons of clean natural gas, thereby avoiding the combustion of over 47,000,000 gallons of diesel fuel. This results in emission reductions of over 17 tons of particulate matter (PM), over 890 tons of nitrogen oxides (NOx,) and about 130,000 metric tons of carbon dioxide equivalent (MTCO2E) of GHG. This GHG emission reduction is equivalent to removing about 28,000 gasoline-powered passenger vehicles driven for one year.

Today, in support of the City’s Sustainability goals of 100% fleet electrification, LASAN is preparing to pilot battery-electric medium-duty SWCVs in its daily operations and continues to participate in battery-electric heavy-duty SWCV demonstration studies with technology partners. This enables LASAN to recognize and address the challenges related to the electrification of its fleet and identify the resources that are needed for the successful deployment of battery-electric, zero-emission SWCVs.
