Climate change is a global issue that requires local action, and the City of Los Angeles is taking aggressive measures to combat further climate impacts. LA Sanitation & Environment (LASAN), recognized as a national leader in environmental services and programs, is a critical partner in the City’s climate response and in advancing the path towards the City’s climate goals.

Achieving our climate goals will be a significant challenge. There is no simple solution. LASAN is committed to proactively addressing climate change and supporting climate action in line with our mission to protect public health and the environment.

Building on nearly a decade of experience, LASAN’s Climate Action Program supports the City’s path towards carbon neutrality as outlined by the Sustainable City pLAn. Working from within LASAN, this program collaborates with City departments, policymakers, and outside agencies on climate-related reports and activities.

GREENHOUSE GAS (GHG) INVENTORIES

The Climate Action Program prepares carbon inventories on an annual basis to quantify the amount of greenhouse gasses (GHGs) released from municipal operations and community activity, and publishes the inventories and related materials here. These inventories are an important component in understanding Los Angeles' GHG emissions and sources and in tracking the City's progress towards reaching carbon neutrality. The process to complete these inventories requires gathering data from numerous City departments and other data sources as they become available after each calendar year is finished. As a result, each of the reports is published to this page typically in the spring of the year after data is collected. The timing is based on the steps once all needed data is received. All of the information the Climate Action Program gathers must be analyzed, prepared to conform with specific reporting requirements, written into report format, and, finally, approved.

Community Greenhouse Gas Emissions Inventory

The City of Los Angeles Community GHG Inventory aggregates the GHG emissions from activities within the City and the progress that has been made in reducing emissions compared to its 1990 baseline numbers. It Includes historic data for emissions from 2014 through 2023. Click here to download a PDF of the Current Community Inventory.

Nature Based Solutions

Nature based solutions promote climate resilience and adaptation while also supporting other benefits like biodiversity and stormwater. The Climate Action Program has prepared the Nature Based Solutions Equity Index (NBSEI), a tool used to inform the implementation of nature based solutions in an equitable manner. Utilizing the NBSEI ensures that ecologically disadvantaged communities are prioritized for nature based solutions. Click here to view the NBSEI report.
