Los Angeles Sewer Service Charge Rates Increasing


The City is resuming rate increases that were paused in 2020 because of the pandemic. This is necessary to protect Angelenos’ public health and the environment. Assistance is available for households in need.

Necessary Action Now

Steady rate increases were paused in 2020 because of the pandemic and will resume in fall 2024 to continue to build infrastructure projects to protect public health and our environment which includes waterways, our beaches and the ocean.
 

Protecting Public Health and the Environment

Your Sewer Service Charge goes toward protecting Angelenos’ health and the environment by making upgrades and repairs to LA’s aging wastewater system and its reclamation plants. This is the system that safely removes wastewater from your homes, businesses, schools and community facilities where it is processed at LA’s four reclamation plants for reuse or safe discharge. Many pipelines need to be repaired or replaced and improvement projects for the sewers and treatment facilities are underway to continue making sure we protect public health and that we are safeguarding our environment, including our waterways, beaches and ocean.

Upcoming Projects

In the next five years, the City will invest in hundreds of projects citywide, with anticipated costs exceeding $3 billion.

Projects will be launched to build, enhance, or replace critical pumping plants that prevent sewage overflows.

Modernizing the North Outfall Sewer – the backbone of LA’s 6,700-mile sewer system – will be completed after two decades of construction projects, ensuring its service for generations to come.

Water reclamation plants will prepare for the resiliency needs for the future of Los Angeles.


Approved City of Los Angeles Sewer Service Charge Rates

Rates have been developed to bring in sufficient revenues to operate and maintain a safe and reliable sewer system. These new rates equitably allocate costs to our residential, commercial, industrial, and other customer categories – and are proportional to your use of the City’s wastewater system facilities.

More Information About the new Rates and Our Bill Calculator

Your sewer bills will depend on the new rates as well as how much water you use. You can estimate your future sewer bills based on the amount of Sewer Service Charge HCF shown on your last LADWP utility bill using our bill calculator. Please note that future sewer bills will not include a Sewer Service EZ-SAVE Program Surcharge.

Assistance for Households in Need


We know that many households are still in need. There is financial assistance available for Angelenos. You and your household may be eligible for financial assistance to offset the impacts. The City currently offers financial assistance for the Sewer Service Charge to households in need. This assistance will continue for eligible households in need through the EZ-SAVE Program .


Upon request, you will also be able to pay your bill monthly instead of bimonthly and this option is available to all ratepayers – there is no income eligibility requirement.

Sewer Service Charge (SSC) Adjustments


You may qualify for an SSC adjustment if:
  • You refilled an empty swimming pool, planted a new lawn, or had water leaks during the winter rainy season
  • Your property has been vacant for an entire billing period
  • You have irrigation-only meters
  • Your residential property has been billed as a commercial property
  • Your commercial property has been billed as a residential property
  • Your commercial property uses a significant amount of water for a product, cooling tower, or irrigation
  • Your commercial property discharges low-strength sewage
  • Your commercial property had a large water leak not tributary to the sewer
  • Some adjustments are time sensitive, so please submit your requests within 30 days of receiving your bill.
