Effective November 2025, Solid Resources Fee (or, trash fee) rates will increase for those ratepayers who receive trash, recycling, and organics pickup service from LA Sanitation (LASAN). An ordinance to enact an adjustment to the Solid Resources Fee was approved by Los Angeles City Council in October of 2025. Implemented November 2025, ratepayers will see the adjusted fees on their upcoming Los Angeles Department of Water and Power (LADWP) bills. The rate adjustment is necessary for LASAN to continue to provide essential Citywide services in light of considerable increases in the cost of fuel, maintenance and operations over the past two decades. Implementation of state environmental mandates, including mandatory organics recycling, also added significantly to the need for an increase.

The Solid Resources Fee had not increased in nearly 20 years, and existing rates were simply not enough to cover the cost of weekly service for trash, recycling, organics, and bulky item collection, as well as the suite of other services provided by LASAN.

A Multi-Family Bulky Item Fee is charged to those ratepayers who receive their waste hauling service from a recycLA Franchise Hauler and do not pay trash fees directly to LA Sanitation. Financial Assistance

Financial assistance may be available for households in need.
 

  • Potential 30% discount for Low-Income customers
  • Existing customers who are enrolled in the Lifeline or Low-Income Customer Assistance Program (EZ-SAVE Program) do NOT need to re-apply; these rate discounts will be automatically applied to the new rates
  • Lifeline customers will receive a discount on their SRF fee, but for the purposes of that fee only they will be considered “Low-Income” customers, as SRF will no longer have a Lifeline program
  • New customers who wish to apply for financial assistance should contact LA DWP to find out which program is the best fit for their needs, and maximizes discounts
  • Customers may only be enrolled in one plan or the other - the Lifeline Program OR the Low-Income Customer Assistance Program (EZ-SAVE Program)

Extra Capacity Charges


Ratepayers who receive their curbside Solid Resources services directly from LASAN have a base level of service for trash, recycling, and organics. This base service includes one 60-gallon black trash container, one 90-gallon blue recycling container, and one 90-gallon green yard waste/organics container. Customers who desire extra service capacity have the option of requesting that additional service, for which they incur an Extra Capacity Charge.

Starting in January 2026, the Extra Capacity Charge (ECC) fees for any capacity above the base service level will be increased.
