Lifeline customers, because of age or disability, and low-income status, receive a discounted rate for the Solid Resources Fee – otherwise known as the “trash fee”. All lifeline customer eligibility needs to be verified every two years to determine if the discounted rate should continue.

On July 1, 1997, the City began to offer a 31% discount on the Sewer Service Charge for the first 18 HCF of water per two-month billing period for low-income customers. The COVID-19 pandemic made it difficult for many Californians to pay their bills due to job loss and other hardships. As a result, systems that provide utilities like wastewater services to customers have been financially impacted. The State's FY 2021-22 budget, using federal funds from the American Rescue Plan Act (ARPA), created a program to provide relief to community water and wastewater systems for unpaid bills (arrearages) related to the pandemic. The governor extended the program in July 2023 resulting in a combined eligible coverage period of March 4, 2020 to December 31, 2022. The State Water Board initiated the California Water and Wastewater Arrearage Payment Program (CWWAPP) to cover eligible arrearages for residential and commercial customers and issued funds in 2022 and 2024 to cover arrearages for the eligible period. Arrearage does not cover late fees and/or interest on outstanding balances. In the 2022 disbursement, LASAN received $55.2 million in wastewater arrearage revenue from the State for eligible arrearages. Arrearage credits were provided to 65,963 residential accounts and 4,764 commercial accounts. In the 2024 disbursement, LASAN received $59.3 million in wastewater arrearage revenue from the State for eligible arrearages, providing credits to 65,831 residential accounts and 5,881 commercial accounts.In total approximately $115 million in arrearages were credited to LASAN customers. The funds are being applied as automatic credits to eligible customers' bills. Distribution of the credits for the first disbursement were completed in FY 2022, and the second round of disbursements were issued in April 2024. Eligible customers are able to see the amount on their printed utility bill or by logging into their online LADWP account. No action is required by residents or businesses. If your account was credited, you would receive a notification letter in the mail. These bill credits only address customer debt accumulated between March 4, 2020 and December 31, 2022. To address any remaining balances outside of the eligible period, we recommend exploring options through available debt relief programs.
