A Drought-Proof Water Supply for LA

Los Angeles is transforming its relationship with water by maximizing the use of recycled water, a critical, drought-resistant local supply. The City's goal is to recycle 100% of its wastewater, significantly reducing our dependence on costly purchased imported water and ensuring a safe, reliable water future for all residents.

Why Local Water Recycling is Essential

For decades, Los Angeles has relied heavily on water imported from sources over 200 miles away, including the Colorado River, and the Sacramento-San Joaquin Delta. These supplies are increasingly threatened by:

  • Climate Change and Drought: Unpredictable rainfall and prolonged dry periods have made imported supplies increasingly uncertain.
  • Environmental Needs: We must balance our water use with the need to protect ecosystems in the regions we draw from.
  • Natural Disasters: Significant seismic risks threaten the infrastructure used to transport water into the city.

By establishing a drought-resistant water source that stays under local management, water recycling effectively reduces these risks.

Transforming Water: The Purification Process

Water recycling involves multiple advanced treatment stages to turn used water into a high-quality resource, meeting or exceeding all state and federal safety standards. The process, championed by LA Sanitation and Environment (LASAN), generally includes:

  • Biological and Advanced Filtration: Modern technologies, such as Membrane Bioreactors (MBR), remove nitrogen, microbial solids, and organic matter.
  • Advanced Purification: technologies like Reverse Osmosis (RO) and Ultraviolet Advanced Oxidation (UV/AOP). RO is a physical separation process. UV/AOP is a chemical process that completely destroys the chemical structure of organic pollutants. They result in the removal of pathogens, bacteria, micro-plastics, and "forever chemicals" (PFAS).
  • Local Reuse: The purified water then supplements our existing drinking water system, often through groundwater recharge.

Safety and Quality First

Is the water safe? The answer is a definitive yes. Purified recycled water is already used safely in many cities across the country, including Orange County.

  • Higher Standards: All purified water will meet or exceed strict state and federal drinking water regulations.
  • Constant Monitoring: The purification process is rigorously and continuously tested at every stage to ensure every drop meets the highest quality standards.
  • Purity: In many cases, purified recycled water is safer and cleaner than most bottled water.

To completely remove impurities, micro-plastics, and "forever chemicals," we use advanced technologies like Membrane Bioreactors, Reverse Osmosis, and Ultraviolet Light.

Our Track Record: What the City is Already Doing

The City of Los Angeles has a long-standing commitment to water recycling. LA Sanitation and Environment (LASAN) is the region’s premier producer of recycled water, already converting almost half of its treated wastewater for beneficial uses. This operational success is built upon existing projects across our four Water Reclamation Plants:

  • Groundwater Protection: Highly purified water is currently injected into saltwater intrusion barriers to protect the Dominguez Gap and West Coast Groundwater Basins. The Terminal Island Water Reclamation Plant (TIWRP) is a key part of this, recycling 100% of its wastewater to provide up to 12 million gallons daily for injection and industrial uses.   • Environmental & Urban Uses: Recycled water is provided for local environmental purposes, such as augmenting flow in the Los Angeles River, and for urban irrigation at parks and athletic fields. Use this link to learn more about the xyz project.
  • Groundwater Replenishment: The City's largest active potable reuse project, this initiative at the Donald C. Tillman Water Reclamation Plant is currently under construction to purify up to 45 million gallons per day of recycled water. This water will be used to replenish the San Fernando Valley Groundwater Basin, providing a drought-resistant local supply for up to 500,000 residents.   • Offset Potable Water Usage: The Hyperion Advanced Water Purification Facility (HAWPF) produces up to 1.5 MGD of high-purity recycled water to offset potable water use at the Hyperion Water Reclamation Plant and the Los Angeles World Airport (LAX). The HAWPF serves as a proof of concept for the Pure Water Los Angeles program by demonstrating advanced treatment technologies (MBR, RO, and UV/AOP).
