recycLA Program

The recycLA program is an innovative public-private partnership launched by LA Sanitation & Environment (LASAN) to extend comprehensive waste collection and recycling to all commercial businesses and large multi-family buildings. By organizing the City into 11 designated zones served by exclusive recycLA Service Providers (RSPs), recycLA reduces neighborhood truck traffic, curbs air pollution, and ensures predictable, transparent rates for all customers.

LASAN manages recycLA through weekly operational reviews and strict contractual enforcement. Each RSP must employ four customer assessment agents per 1,000 accounts, conduct routine bin maintenance, remove graffiti within standard timelines, and maintain 24/7 customer support integration with LASAN's Customer Care Center.

To protect our environment and meet California sustainability goals, each RSP is required to reduce the waste sent to landfills by 65% compared to their 2019 baseline. LASAN closely monitors quarterly tonnage data to ensure every service provider meets these contractual reduction milestones.

The program protects customers through standardized rate structures and active oversight. Through initiatives like the Removing Barriers to Recycling program, extra access and distance fees on blue recycling bins are automatically credited back to customer accounts, encouraging max recycling participation.

RSPs operate clean-fuel burning trucks to improve air quality and reduce greenhouse gas emissions across Los Angeles neighborhoods. Additionally, over $200 million in private recycling infrastructure investments have modernized material tracking and processing across the region.

The recycLA system operates on a franchise model funded through standardized customer service rates approved by the City, ensuring no burden on the City's General Fund while maintaining dedicated recycling trust reserves. You can view current rates on the recycLA Rates page.

LASAN collaborates with six primary recycLA Service Providers: Athens Services (and Athens EDT), NASA Services, Republic Services, Universal Waste Systems (UWS), Ware Disposal, and Waste Management (WM).
