Illegal Dumping Clean-Up

When large piles of trash, broken furniture, or construction debris are left out on our public sidewalks and alleys, they create serious safety hazards and attract unwanted pests. To tackle this issue head-on, LASAN's Livability Services Division (LSD) runs a highly coordinated Illegal Dumping and Altered Shift Program.  

To give our neighborhoods maximum coverage, our dedicated field crews work across two separate shifts:

1. The Day Shift: On the streets from 6:00 AM to 2:30 PM.  
2. The Night Shift (Altered Shift): On the streets from 3:00 PM to 11:30 PM.  

By expanding our hours into the late evening, our teams can quickly respond to clean-up requests, safely clearing high-volume waste when traffic is lighter and streets are more accessible.

Under the leadership of Mayor Karen Bass, the City of Los Angeles has set bold new priorities to elevate citywide cleanliness and make our local streets shine. Our primary program milestones for this calendar year include:  

• Corridor Cleanups: Deep-cleaning 173 miles of major city corridors to eliminate visible blight and restore community pride.  
• DTLA Clean Streets Expansion: Launching a dedicated expansion of the Clean Streets Initiative in greater Downtown Los Angeles (DTLA), backed by a $300,000 Cleanup and Employment Pathway Grant for specialized pressure washing and litter removal.  
• Smart Asset Placement: Working alongside partner city agencies to deploy 350 heavy-duty Metal Slatted Bins (MSBs) in the busiest pedestrian areas. 

We believe that every community deserves to feel safe, clean, and welcoming. As part of our commitment to fostering a citywide sense of safety, our program has designed targeted cleaning schedules for historically heavily impacted spaces. For instance, our crews provide proactive illegal dumping collection services in the MacArthur Park vicinity two times every week. This regular maintenance ensures that families and neighbors can enjoy essential local park resources without dealing with accumulated trash or environmental hazards.

Keeping Los Angeles clean requires real teamwork between city workers and residents. While our trucks proactively scan the city based on data maps, Service Requests (SRs) submitted by community members are the primary force driving our daily cleanup routes. We also meet regularly with neighborhood councils and local civic groups to listen to ideas and identify chronic dumping spots that need extra attention.
