LASAN Divisions

The Administration Division is the center control for purchasing, personnel, payroll, insurance, and other bureau-wide administrative activities. ADM’s mission is to support LASAN’s operating divisions to accomplish their mandates. They also strive to continuously improve customer satisfaction through teamwork, proactive planning and implementation, effective use of technology, innovative and cost effective improvements, employee development, and building and improving partnerships.

Financial Management Division works to earn public trust through financial responsibility and exceptional customer service. Their mission is to safeguard public funds and ensure financial stability of LASAN’s environmental programs.

Environmental Monitoring Division’s vision is to set the standard for excellence in environmental monitoring and assessment by providing quality and cost-effective environmental data, research, and assessment in support of LASAN’s operation, compliance, and source control activities to protect public health and the environment.

Information & Control Systems Division provides LASAN with effective, reliable and easy to use technology. ICSD’s mission is to employ technology to improve LASAN’s functions, protect the data assets, and support the achievement of goals.

ISCD creates and maintains a safe, efficient, and effective work environment for all LASAN employees by preparing them to safely and effectively perform their roles in protecting the public and the environment. The division coordinates all employee training and educational programs.

The Industrial Waste Management Division’s (IWMD) primary job is to maintain the health and safety of the public and environment while protecting the City’s water reclamation plants and their byproducts, biosolids, and treated wastewater. IWMD accomplishes this by administering the City’s EPA-approved pretreatment program in accordance with the City’s Industrial Waste Control Ordinance. Specifically, we regulate, monitor, and control the wastewater discharges of over 16,000 industrial users into the City sewers.

The Sustainability Division oversees the development and execution of sustainability and resiliency strategies across LASAN embedded within the Mayor’s Climate Action Plan.  We utilize grant funding to plant trees in disadvantaged communities, measure the City’s municipal and community greenhouse gas emissions, lead the LA Clean Cities Coalition, support biodiversity, environmental justice, and nature-based solutions, and recruit and hire environmental engineering associates for all of LASAN.

Solid Resources Citywide Recycling Division provides environmental planning and leadership for proper management of household hazardous, universal, and other waste banned from landfill disposal through safe and convenient events and centers. SRCRD manages permitting and compliance of private sector waste haulers with local laws, provides and promotes source reduction, reuse, and recycling programs, and ensures the City’s compliance with California recycling mandates.​

The Solid Resources Commercial Franchise Division manages recycLA, the commercial waste and recycling system for all businesses and multifamily homes.

The Customer Care Division (CCD) serves as a central point of contact for LASAN stakeholders. It is a 24/7 operation that responds to the 800-773-2489 Sanitation hotline, LASAN website, and MyLA311 application. The CCD schedules and coordinates the completion of a variety of service requests, such as bulky items, missed collections, container services, illegal dumping, homeless encampments, brush item pick-up, move in move out, dead animal removal, storm drain illicit discharge, and wet weather issues, such as flooding, obstructions, among others. The CCD manages the residential solid resources and bulky item billing, as well as serves as the data hub for LASAN. The CCD is also the after hours call center for the City of Los Angeles.

Solid Resources Processing & Constructing Division serves the public and protects the environment through the efficient operation of transfer stations and yard trimming facilities, and through beneficial use and management of City-owned landfills, as well as providing support to LASAN’s Solid Resources Program.

The Collection Divisions collectively serve over 763,000 residential homes in the City of Los Angeles, offering curbside collection and disposal services for solid waste from six collection district yards. These two divisions prioritize efficient and high-quality collection of household refuse, organic waste, recyclable materials, deceased animals, and bulk items while ensuring compliance with state-mandated ordinances. Additionally, SRSCD and SRVCD extend their services to include Multi-Family bulky item collection and inter-departmental collection for City facilities.

Solid Resources Support Services Division provides technical and administrative support to LASAN Solid Resources collection operations, to provide timely, efficient, and cost effective collection, recycling, and disposal services to residents of the City. SRSSD uses evaluation and application of advanced technology, best management practices, alternative methods for collection, recycling and disposal of solid waste and customer outreach and education to provide the best support for LASAN.

Operates and maintains the City’s wastewater and storm water conveyance systems in a safe, efficient, and cost effective manner to protect the environment and public health.

As the oldest and largest wastewater treatment and reclamation plant operated by LASAN, and treating water throughout all of the City of LA, Hyperion Water Reclamation Plant is able to treat a billion gallons of wastewater per day. HWRP serves to clean wastewater, protect public health, air quality, and water quality. The plant staff dedicates themselves to exploring and utilizing the most promising ideas to maximize plant performance, create a safe work environment, and improve customer satisfaction.

The Safe Clean Water Implementation Division is the lead agency for the City of Los Angeles in managing and administering the Safe Clean Water Program (Measure W) and is committed to delivering multi-beneficial projects that improve local water quality, increase local water supply, provide flood protection, create greener neighborhoods and invest in LA's communities.

This plant, located in San Pedro, has a treatment capacity of 30 million gallons of wastewater per day from the Harbor area. Approximately 5 mgd of the wastewater is treated to advanced levels ans used as a seawater intrusion barrier. TIWRP aims to achieve high standards for wastewater treatment while maximizing beneficial reclaimed water use. Their mission is to provide continuous and cost effective operations, meeting all permit standards, achieving a zero accident rate, maximizing availability and delivery of reclaimed water to customers, and providing public education and outreach.

Wastewater Engineering Services Division provides quality wastewater related planning and engineering services in a responsive and cost effective manner while maintaining close partnership with our valued stake holders and customers. WESD also assists LASAN in complying with City policies, regulatory, and legal requirements for the City’s sewer systems by developing and implementing programs to meet requirements.

Donald C. Tillman Water Reclamation Plant, serving the western portion of the San Fernando Valley, is capable of treating 80 million gallons of wastewater per day. DCT aims to achieve high standards for water treatment, while maximizing beneficial reclaimed water use. Their mission is to provide continuous and cost effective operations, meeting all permit standards, achieving a zero accident rate, maximizing availability and delivery of reclaimed water to customers, and providing public education and outreach. DCT also features a beautiful Japanese garden that is irrigated with reclaimed water from the plant and is open to the public.

Los-Angeles Glendale Water Reclamation Plant serves the eastern San Fernando Valley and has the capacity to treat 20 million gallons of wastewater per day. LAG aims to achieve high standards for wastewater treatment while maximizing beneficial reclaimed water use. Their mission is to provide continuous and cost effective operations, meeting all permit standards, achieving a zero accident rate, maximizing availability and delivery of reclaimed water to customers, and providing public education and outreach.

Established in 2019, WRID manages LASAN's water recycling program to meet the Mayor's goal of zero wasted water, utilizing 100% of our recycled water.  The division's primary goal is to coordinate the transformation of Hyperion Water Reclamation Plant into one of the largest water recycling facilities in the nation with production of up to 170 million gallons per day or safe and reliable recycled water by 2035. Working closely with elected officials, City departments, regulatory agencies, sanitation and water agencies, and environmental organizations, we will make recycled water a local and environmentally friendly source of water.

Watershed Protection Division’s mission is to protect the beneficial uses of receiving waters while complying with all flood control and pollution abatement regulations.
